Queen & Spadina MTSA Secondary Plan

This is an academic project developed by Armin Jahromi and Khashayar Nasiri under the supervision of Professor Brian Gallagher for the Queen and Spadina Major Transit Station Area (MTSA), which includes both a Report for Action and a detailed Secondary Plan.

The project responds to the upcoming Ontario Line and Toronto’s goals for transit-oriented intensification by proposing a comprehensive planning framework for one of the city's most iconic urban intersections. At its core, the plan supports a significant increase in density — targeting 500 people and jobs per hectare (PJPH) — while reinforcing Queen & Spadina’s cultural identity and historical character aligning with Ontario’s growth mandates, while addressing local challenges such as housing affordability, public space access, and heritage preservation.

The vision for the Secondary Plan emphasizes complete community design:

  • Expanding parks and green space, such as a proposed park at 15 Denison Avenue

  • Improving pedestrian and cycling networks, including mid-block connections and promenades

  • Promoting affordable housing through inclusionary zoning and mixed-income development

  • Strengthening the public realm with wider sidewalks, greenery, and Indigenous placemaking

  • Encouraging mid-rise and high-rise buildings along major corridors, integrated with street-level retail

  • Protecting and celebrating the area's cultural and architectural heritage

The plan is also rooted in sustainability and equity, introducing green infrastructure, community services, and mobility improvements that create a livable, inclusive environment for all.
